This app allows you to choose what you want to make a custom ringtone for right at the beginning – ringtone, text tone, mail alert, tweet alert and more. Then you have to choose song to start with.
The onscreen controls consists of a start time slider, length slider and fade in/out toggle. It does not allow you to set the fade lengths but it has other advanced features that allow you to alter the speed and pitch of the sound.
This allows you to create hilarious results like a chipmunk voice or a really slow and heavy voice. Lots of fun to play around with and it also has presets to help you get started. And if you want, you can also record something and make that in to a ringtone or some other alert tone.
Record whatever you want and turn it in to your own custom ringtone with the editing controls. There’s no waveform display but it makes up for that with the other features.

This is a very good free ringtone making app for Android 1.6 and above. This is the free version and it has a pro version with more advanced features. But the basic free version does the job quite nicely.
It has a nice overview bar on top that displays the entire song and highlights the selected part. The selected part appears on a larger waveform display directly below. There you can fine tune your starting point and control the length of the ringtone to control the end point as well.
Best part is that it has drag controls for creating fade in and outs. Once you are done, you can playback the ringtone to make sure that you have the right edit. Then tap on the save button to save the ringtone and you are done!

There are several online apps that let you upload a song from any computer and turn it in to a ringtone. They mostly use Flash, so you will need a flash equipped browser to access them.
